Most "best free AI video generator" lists are lying to you — not on purpose, but because they were written months ago and never re-checked. When we signed up for seven of the most recommended tools on October 31, 2026, two of them no longer had a working free tier at all, two gave us less than one usable clip per day or month, one's sign-in failed completely, and one's free credits simply never arrived.
So we ran a real test instead. One prompt, one generation per tool, no rerolls, no cherry-picking — and we recorded exactly what each free plan gives you in November 2026: the credits, the cost per clip, the watermark, and whether the terms even let you post the result on a monetized channel.
The short answer: Google Flow is the only free plan we found that a Shorts creator can actually publish from every day. Everything else is a taster, a demo, or a dead end. Here's the evidence.
How we tested
Every tool got the exact same prompt — a scene from the kind of funny-animal Shorts we make on our own channel:
Vertical 9:16 video, realistic handheld phone footage on a sunny farm: a white cow stretches its neck over a wooden fence and steals the straw hat off a laughing farmer's head, then trots away proudly wearing it. Natural farm sounds, one continuous shot, playful mood, no text.
Rules: free plan only, default model, one generation, no rerolls. We recorded credits before and after, generation time, output resolution, watermark, and the commercial-use terms. Prices and credit figures below are what the accounts themselves showed on October 31 – November 1, 2026.

1. Google Flow (Veo 3.1) — the only real free tier
Flow gives every account 50 free credits a day, and they actually renew daily. Our test clip used Veo 3.1 Fast at 20 credits, which means two Fast clips a day — or five Lite clips at 10 credits each — without paying anything. The clip came out at a true 720×1280 vertical, about 8 seconds, with an audio track, in roughly 1–2 minutes. No visible watermark (Google applies its invisible SynthID mark instead), and nothing in the flow restricted commercial use.
It wasn't perfect. The cow nuzzles the hat and the farmer laughs, and the cow does end up trotting across the field wearing a hat — but watch closely and the hat never actually leaves the farmer's head. The hat the cow wears is effectively a second one that appears. The steal — the entire point of the scene — is faked by every tool we tested, and Flow is no exception.
Scores: Prompt accuracy 3/5 · Motion realism 4/5 · Vertical fit 5/5 · Free-tier usability 5/5
Verdict: The only tool here you could run a Shorts channel on for free, today. Two decent clips a day is a real posting cadence.
Not for: Anyone who needs 1080p on the free plan — upscaling is paid.
2. Kling AI (Kling 4.0) — the best clip, the stingiest free plan
Kling produced the most complete version of the scene: the cow's nose touches the hat brim, the farmer ends up hatless with his hand on his head laughing, and the cow genuinely walks away across the field wearing the hat. Output was a crisp 720×1280, and surprisingly the free plan used the current Kling 4.0 model, not an old one.
Then the bill. Kling's free allowance — settled in the account's own credit ledger, because the internet argues about this — is 66 credits per month, and our single 5-second clip cost 50 of them. That's roughly one clip a month. The free queue took about 19 minutes, the output carries a "KlingAI 4.0" watermark, and Kling's terms bar commercial use of outputs without written permission.
Scores: Prompt accuracy 4/5 · Motion realism 4/5 · Vertical fit 5/5 · Free-tier usability 2/5
Verdict: If you want one beautiful test clip a month, Kling's free plan is generous with quality and ruthless with quantity.
Not for: Daily or even weekly posting. The maths doesn't move.
3. PixVerse (V6) — the daily grant that doesn't cover one clip
PixVerse looks friendlier on paper: 60 credits at signup, then 30 a day. But our 5-second, 540p clip cost 38 credits — more than the entire daily grant. The 60 signup credits buy exactly one clip like ours, with change. The output is 576×1024, noticeably softer than Flow or Kling, carries a burned-in "PixVerse.ai" watermark, and PixVerse's terms limit free outputs to non-commercial use only. The story beats mostly landed — laughing farmer, hat on cow — but the hat transfer is a morph, not a grab, and the farmer simply vanishes from the final frames.
Scores: Prompt accuracy 3/5 · Motion realism 3/5 · Vertical fit 5/5 · Free-tier usability 2/5
Verdict: A taster. Fine for learning the interface; not a production plan.
Not for: Anyone planning to monetize the output — the free terms forbid it.
4. Hailuo AI (MiniMax) — we couldn't even sign in
This one has no scores, because there is no clip. Hailuo's "Continue with Google" failed with "Login failed, please try again" for our first Google account — repeatedly, after Google's side completed every time. We switched to a second Google account, completed Google's phone approval and the MiniMax consent screen in full, and Hailuo rejected that login too, including on fresh retries.
Maybe it works from a different device or network. But a free tier you cannot reliably reach is not a free tier a creator can plan around, and we won't invent numbers we couldn't measure. If Hailuo fixes this, we'll retest and update this section.
Verdict: Untestable in our test — documented, not ranked.
5. Runway — the free credits that never arrived
Runway's pricing page promises new free accounts 125 one-time credits that never expire. Our account — created October 31, 2026, signed in and verified — showed 0 credits at signup, 0 credits about twenty minutes later, and still 0 credits when we rechecked after midnight on November 1, in both the header balance and Plan & Billing ("0 one-time Free plan credits"). Runway's own help page acknowledges this can happen and says to allow "up to a few hours" — so this may be a slow deposit rather than a broken promise, and when the credits land we will run the identical test and update this section with real numbers.
Until then, the honest entry is: no credits, no clip, no scores. One genuinely good sign, verified from Runway's Terms of Use (updated October 23, 2026, §4.4): Runway does not restrict commercial use of your outputs — the most creator-friendly terms of any tool here, if the credits ever arrive.
Verdict: Not testable at publish time — documented, and first in line for a retest update.
6 & 7. Pika and Luma — "free" in name only
Two famous names, zero free generation between them. Pika's free plan currently lists 0 monthly credits — you can open an account, but you can't make a video without buying a credit pack. Luma Dream Machine has removed its free plan from its pricing page entirely; it now starts at paid tiers (from $30/month when we checked). Any list still ranking either as a "best free AI video generator" in November 2026 has not visited their pricing pages recently. We document them here so you don't waste a signup.
The thing nobody tells you: the action is the hard part
Every tool that produced a clip nailed the end state — a cow wearing a hat is a picture any model can hold. What none of them cleanly produced was the action: a hat physically leaving a head. Flow and PixVerse morph it; Kling rushes it. If your Shorts depend on one specific physical gag, budget for rerolls on any plan — and know that on most free plans, you don't have the credits for rerolls. That, more than resolution or watermarks, is what makes Flow's daily-renewing credits the real advantage: on Flow, a failed gag costs you one of five daily tries. Everywhere else, it costs you the month.
Which free AI video generator should you use for Shorts?
- Posting daily for free: Google Flow. It's not close.
- One high-quality clip to test an idea: Kling — accept the watermark and the wait.
- Learning how these tools feel: PixVerse's signup credits are a painless afternoon.
- Skip the signup entirely: Pika and Luma, until their free tiers actually exist again.
- Our retest list: Runway (credits never arrived) and Hailuo (sign-in) — this article updates when either changes.
