Verdict: The best single clip came from Kling — the only tool that performed the whole story. But we would run a channel on Google Flow: the only free plan here that refills daily.
Best single clip: Kling AI (Kling 4.0) — all four story beats landed.
Best for daily use: Google Flow — 50 credits a day, no watermark.
Most "best AI video generator" lists are written from pricing pages. We wanted to know something narrower: what happens when you paste the exact same prompt into every free plan? One prompt, five tools, one generation each, no rerolls. The full scores table lives in our 7-tool free-tier test. Three tools gave us a clip. Two gave us nothing at all — half the story is why.
The prompt
Every tool received exactly this text, word for word:
Vertical 9:16 video, realistic handheld phone footage on a sunny farm: a white cow stretches its neck over a wooden fence and steals the straw hat off a laughing farmer's head, then trots away proudly wearing it. Natural farm sounds, one continuous shot, playful mood, no text.
It looks simple. It is not. Inside it are four beats, in order: reach over the fence, hat off the farmer's head, farmer reacts, cow leaves wearing the hat. The middle beat — an object changing hands — is where almost every tool quietly cheated.
Google Flow (Veo 3.1 Fast): the hat that never left
Flow was first, and fast — about one to two minutes. It cost 20 credits of our daily 50, leaving 30. The file measured 720 × 1280, 7.93 seconds, with sound and no visible watermark.
Beat by beat, it looks like a success. The cow noses at the farmer's hat brim. The farmer throws his head back laughing. The cow trots off wearing a straw hat, and closes walking at the camera, still wearing it. All four beats present — until you watch the middle closely. The cow pulls at the hat, but the hat never actually leaves the farmer's head. Mid-clip, a hat-like shape is airborne while the farmer still appears hatted, and the hat the cow ends up wearing looks slightly smaller — a second hat that appears when the story needs one. The steal, the one action the prompt is about, is faked.
At Shorts speed most viewers will still read the joke as intended — but you only catch this flaw frame by frame, which is why Flow's prompt accuracy scored 3 out of 5. Flow's in-browser player refused to play the clip; the downloaded MP4 played perfectly.

Kling AI (Kling 4.0): the best clip, once a month
Kling made us wait — a 19-minute free queue — and produced the best result of the test. The cow's nose touches the hat brim. Then the farmer is hatless, hand on his head, laughing hard — the hat now on the cow behind the fence. Then she trots away wearing it. All four beats landed, in order — the most complete telling any tool managed. The grab is quick, and mid-frame the hat sits awkwardly behind the cow's horns — but the theft is on screen.
Then the bill. Our account ledger settled it: Kling's free credits are monthly, not daily — 66 for the month. This five-second clip cost 50, leaving 16. The clip is 720 × 1280, 5.04 seconds, with sound — but carries a "KlingAI 4.0" watermark, the terms bar commercial use without written permission — roughly one clip per month. A wonderful taster. Not a channel.

PixVerse (V6): the daily grant that can't buy a clip
PixVerse generated in about two minutes. Its clip tells the story in outline: the cow noses and licks the brim of the farmer's hat, the farmer smiles, and then the cow is wearing it — tongue out at the fence, then crossing the field. But as with Flow, the snatch is a morph, not a visible grab. The farmer vanishes from the later frames; a bucket breaks continuity. The output is the smallest of the three: at the free plan's 540p setting, the file measured 576 × 1024 and 5.04 seconds, with a "PixVerse.ai" watermark burned in at the top.
The real story is the arithmetic. The clip cost 38 credits. The daily free grant is 30. The daily grant does not cover even one clip at these settings — our 60 signup credits bought exactly one generation, with 22 left over. With outputs restricted to non-commercial use on free, it is a taster in the strictest sense — not a channel.

The two that never happened: Hailuo and Runway
Hailuo AI never let us in. Google's side of sign-in completed every time — then Hailuo rejected it on its own side: "Login failed, please try again." We retried, then tried a second, separate Google account: same result. The email-code fallback failed too: address not registered, email sign-up not supported. We never reached the free tier, so Hailuo gets no score here.
Runway failed the opposite way: everything worked except the money. Account created, prompt pasted in, generation set up — and the balance read 0 credits. Runway advertises 125 one-time free credits that never expire; its help pages say deposits can take a few hours. Ours never appeared, through every recheck that night and the following day, so the generation was never submitted. Frustratingly, Runway's terms are the most creator-friendly we found — they do not restrict commercial use of outputs. On paper, a real option. In our account, a balance that never arrived.
The five, side by side
| Tool | Credits before → after | Clip length | Watermark | Publish commercially on free? |
|---|---|---|---|---|
| Google Flow (Veo 3.1 Fast) | 50 → 30 (of 50/day) | ~8 seconds | None visible | Not restricted in our test |
| Kling AI (Kling 4.0) | 66 → 16 (of 66/month) | 5 seconds | Yes — "KlingAI 4.0" | No — written permission required |
| PixVerse (V6) | 60 → 22 (signup credits) | 5 seconds | Yes — "PixVerse.ai" | No — non-commercial only |
| Hailuo AI | — (sign-in failed) | — | — | — |
| Runway | 0 → 0 (credits never arrived) | — | — | Allowed by terms; no clip to test |
What we would use tomorrow morning
Tomorrow morning, making an actual Short, we open Flow. Not because its clip was the best — Kling's was — but because it is the only plan still standing after one video: 30 credits left, a fresh 50 tomorrow, no watermark. Kling we save for the one idea a month that deserves the best possible single clip. Our full Flow workflow guide covers that daily routine. If Runway's credits ever land, we will run the same prompt there and update this post.
Testing note: Tests run October 31 – November 1, 2026, on fresh free accounts. One identical prompt, one generation per tool, no rerolls; files were downloaded and measured after generation. Hailuo's free tier could not be reached (sign-in rejected on Hailuo's side for two accounts), and Runway's advertised 125 free credits never arrived (balance stayed at 0), so neither produced a clip to score. Credits and terms are as shown on those dates and can change. This post contains no affiliate links.
